Plaintiff-appellant, Daniel M. Mills, filed suit against defendant-appellee, alleging noncompliance with the odometer disclosure requirements of the federal Motor Vehicle Information and Cost Savings Act of 1972, Sections 1988(b) and (c), Title 15, U.S. Code. Appellant sought statutory and punitive damages. Appellee moved for summary judgment, arguing substantial compliance, and the Canton Municipal Court granted the motion on such grounds.
