Plaintiff-appellant, Daniel M. Mills, filed suit against defendant-appellee, alleging noncompliance with the odometer disclosure requirements of the federal Motor Vehicle Information and Cost Savings Act of 1972, Sections 1988(b) and (c), Title 15, U.S. Code.
