This is an appeal by contemnor, Jim Edgar, Secretary of State, from the December 5, 1986, order of the circuit court of Kane County finding him guilty of indirect criminal contempt. The court ordered Edgar to pay a $500 fine and to refrain from driving a motor vehicle within Illinois for a period of 120 days. Edgar's motion for a stay pending appeal was denied.
