On March 27, 1987 defendant, William Rought, was stopped by Patrolman Thomas Quinn of the Manchester Township Police Department and charged with violation of N.J.S.A. 39:4-50, driving while intoxicated, and N.J.S.A. 39:3-40, driving while revoked.
