Plaintiffs appeal as of right from an Ingham Circuit Court order granting summary disposition to defendants. Based upon stipulated facts, the circuit court found that rules promulgated by defendant State Board of Education, which set forth the requirements for approval of teachers of autistic students, were constitutional, both facially and as applied. Plaintiffs' claims focus on a "grandperson" clause of the rules, which grants automatic full approval...
