This matter was heard before the court on May 21, 1986. The incident stems from an automobile accident involving the plaintiff, Alonzo Henry, that occurred on October 15, 1982. At the time of the accident, the plaintiff was uninsured and therefore in violation of the Financial Responsibility Law. Subsequent to the accident, the plaintiff was notified by the Bureau of Motor Vehicles that his license was suspended pending resolution of the damages...
