The plaintiff is appealing from the judgment of the trial court dismissing her administrative appeal. The plaintiff claims the trial court erred (1) in dismissing her appeal for her failure to adhere to statutory time limitations, and (2) in dismissing the appeal in violation of her constitutional right of equal protection.
