This case presents a challenge by the plaintiffs, the Karnak Educational Trust (Karnak) and various physicians1 it employs, to a decision of the Secretary of the Department of Health and Human Services (Secretary) and his intermediary, Blue Cross and Blue Shield of Florida, Inc.
