The issues we address are: (1) did Union Oil's nonrenewal letter comply with the notice requirements of the Petroleum Marketing Practices Act ("PMPA"), 15 U.S.C. § 2804(c)(3)(A) (1982); (2) may an oil company condition franchise relationship renewal on the conversion of a gas station from full-serve to fast-serve, resulting in the removal of the mechanic repair...
