On February 11, 1986, Richard W. Dryer was stopped for driving a truck left of center on Mulberry Road in Chester Township, Geauga County, Ohio, by Officer James Vasileff of the Chester Township Police Department. Dryer's vehicle was taken to a sixty-foot area on Chapin Street where, earlier that morning, portable scales had been set up by the police for the purpose of weighing trucks. The truck weighed 46,550 pounds, some 20,420 pounds over the maximum allowable...
