The Illinois Central Gulf Railroad (ICG) needs many stong backs. Would-be laborers apply to a central office, where a clerk hires from among those whose applications are less than six months old. During 1979 and 1980 the ICG had eight divisions, autonomous in hiring. The hiring office of the St. Louis division was in Carbondale, Illinois, where a single clerk hired most laborers...
