These consolidated actions arose out of the fatal crash of a Beechcraft twin engine aircraft, number N27GD, in which the pilot, James Barbosa, and his two passengers, Edward Stanton and Devareh Moss, were killed. Personal representatives of the deceased brought suit against the United States under the Federal Tort Claims Act, alleging negligence of air traffic controllers and a flight service weather briefer.
