This case is before us on petitioners' motion, pursuant to Rule 162, for leave to file a motion to vacate a decision of this Court entered on July 8, 1985 which became final on October 7, 1985 pursuant to section 7481.1 Solely for the purposes of disposing of the motion, we assume that the factual statements set forth in the motion are true.
