This case presents an issue of first impression: whether a municipality's recalculation of the base wage rates of its firefighters violates section 8 of the 1985 Amendments to The Fair Labor Standards Act (FLSA), 99 Stat. 787, P.L. 99-150, codified at 29 U.S.C.A. § 215.
