Dan Lendo appeals from the district court's grant of summary judgment to the Garrett County (Maryland) Board of Education; James J. Ryscavage, Superintendent of the Garrett County school system; and Luther D. Parrack, Principal of Southern Garrett High School, in his § 1983 action.1 In his complaint, Lendo alleged that the defendants retaliated against him by issuing or countenancing two "not effective" evaluations...
