MacLAUGHLIN, District Judge.

This matter is before the Court on plaintiffs' motion for attorneys' fees pursuant to 42 U.S.C. § 1988. Plaintiffs' motion will be granted.

FACTS

On May 13, 1987, the Court entered judgment granting plaintiffs' motion for summary judgment. Plaintiffs had filed suit seeking a Court order requiring defendants to comply with the community service assurance
