The government appeals an award of attorney's fees under the Equal Access to Justice Act ("EAJA"), 28 U.S.C. § 2412, in a supplemental security income case.

In the underlying action, the claimant, George Barry, sought district court review after the Appeals Council reversed an Administrative Law Judge's decision allowing his claim. The Appeals Council had reviewed the matter on its own motion pursuant to the Secretary's program...
