Bernard Groblewski (Petitioner) appeals a determination of the Department of Public Welfare (DPW) denying him medical assistance benefits. Petitioner applied for medical assistance benefits for nursing home care on March 8, 1984, and was found ineligible by the county assistance office (CAO).
