On March 17, 1983, Stephen Boyles, the State Attorney for the State of Florida, mailed a Florida subpoena duces tecum to First Interstate Bank (FIB) requesting copies of financial records concerning an Elko checking account held by Atlantic Commercial Development Corporation (Atlantic).
