This appeal arises out of a trespass suit brought by a member of the Turtle Mountain Band of Chippewa Indians (the Tribe) against the Turtle Mountain Housing Authority (the Housing Authority). The district court1 dismissed the complaint for lack of subject matter jurisdiction. We affirm.

Ruth M. Tibbets, now deceased, was a member of the Tribe and was at all times relevant to this case a citizen of California...
