On this expedited appeal from an order of the United States District Court for the Southern District of New York (Sand, J.) granting the government's motion for pretrial detention of defendant James Coonan, we must consider the extent of the government's responsibilities to ensure that a prompt detention hearing is held where the government seeks pretrial detention under the Bail Reform Act of 1984, 18 U.S.C. § 3141 et seq....
