MEMORANDUM OPINION AND ORDER

GETZENDANNER, District Judge:

Introduction

Local Rule 2.31 provides for reassignment of pending cases involving common issues of fact or law to one judge where that reassignment promotes judicial efficiency and is requested by any party. N.D. Ill. Rule 2.31(A) and (B). Bruno Mancari, the lead defendant in the above captioned cases, petitioned this court for such consolidation in an unopposed motion last November.
