Appellant Kelly was tried in federal court in Georgia and convicted of four drug-related offenses, including possession with intent to distribute marijuana, conspiracy to possess with intent to distribute marijuana, importation of marijuana, and conspiracy to import marijuana. His conviction was affirmed on direct appeal to this court. United States v. Kelly, 749 F.2d 1541 (11th Cir.1985).1
