This appeal by jail guards from a decision by the district court dismissing their civil rights suit under 42 U.S.C. § 1983 grows out of an illegal strike in 1980. The guards were employed by the Cook County Corrections Department, which is under the jurisdiction of the Sheriff of Cook County. At the time this was Richard Elrod. The department's director was Phillip Hardiman. Hardiman and about 90 percent of the department's staff were black...
