Sheba Investors, which runs fast food businesses in the Middle East, hired Dana Small to manage a restaurant in Riyadh, Saudi Arabia. Small started work in Riyadh in February 1984. Six months later he was arrested by Saudi officials and released on condition that he leave the country. Sheba told Small to go home and await instructions.
