PER CURIAM:

On February 4, 1986, this court issued its decision in Office of Consumers' Counsel, State of Ohio v. FERC, 783 F.2d 206 (D.C. Cir.1986). In that case we affirmed in part and reversed and remanded in part a decision of the Federal Energy Regulatory Commission ("FERC" or "Commission") on whether certain purchasing and cutback practices of the Columbia Gas Transmission
