MEMORANDUM OPINION AND ORDER

NORDBERG, District Judge.

The plaintiff, Sharon Murtaugh, instituted this action against the City of Chicago ("the City"), alleging that the City terminated her employment in violation of the Shakman decree. This decree prohibits the firing of City employees based on their political affiliation. See generally Shakman v. Democratic Organization of Cook County, 569 F.Supp. 177
