This unusual appeal is a hybrid claim combining an action for breach of contract with a challenge to allegedly unlawful agency action. The dispute arises out of a contract between the United States Navy and appellant Conax Florida Corporation (Conax), under which Conax agreed to produce water-activated life-support equipment for the Navy's use.
