PER CURIAM.

In 1976, appellant was convicted of manslaughter and manslaughter while armed and was sentenced to 17 years to life. Appellant is currently serving that sentence in the Lorton Reformatory in Virginia. In September, 1980 just prior to his 62nd birthday appellant applied for, and was ultimately granted, old-age benefits under the Social Security program. Appellant regularly received his benefits until June, 1983 when he was notified...
