The City of Sarasota, Florida (Sarasota) seeks direct review, under Section 509(b)(1) of the Clean Water Act, 33 U.S.C. § 1369(b)(1) (1982), of an Environmental Protection Agency (EPA) decision denying funding for construction of a land-based spray irrigation sewage treatment plant.
