Carolyn Mielke commenced this suit for monetary relief under the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b), 2671-2680. She alleges that she suffered dental complications due to the negligence of a general dentist employed by the United States public health service. A trial to the court was held on June 25-26, 1987.
