Plaintiff-Appellee, Richard Greenberg, was a social worker with the Illinois Department of Children and Family Services (the "DCFS" or the "Department"). Defendants-Appellants were his supervisors. Plaintiff contends that as a result of criticizing the Department's handling of certain cases he was ostracized, reprimanded, demoted and eventually forced to resign.
