This appeal concerns the proper standard of judicial review of an arbitration award. The Department of Public Safety appeals from a trial court order which vacated parts of a labor arbitration award. The trial court found (1) that the arbitrator's interim remedy of suspension without pay constituted "gross error"; (2) that the arbitrator exceeded the scope of his authority by retaining jurisdiction...
