After having been convicted and sentenced early in 1984 for income tax evasion and while released on bail pending appeal under the provisions of the Bail Reform Act of 1966, Vernon Cooper was convicted on July 7, 1986 of possession of cocaine and possession of a firearm by a convicted felon.
