William McGaughey filed this action for relief under 42 U.S.C. § 1983 (1982) and pendent common law torts against Sergeant Charles Ramsey and Officer Herman Cross (referred to collectively herein as "the individual defendants") and the City of Chicago ("the City"). His suit stems from his arrest for disorderly conduct on March 23, 1984, and his subsequent detention by the Chicago Police Department...
