The defendant-appellant was convicted of mail fraud and sentenced to serve a prison term. In addition, the district court ordered him to make restitution to the individual victims of the mail fraud scheme in the amount of $731,209. On appeal the defendant contends that the district court erroneously ordered restitution, claiming that the offenses for which he was convicted took place prior to the effective date of the Victim and Witness Protection...
