MEMORANDUM OPINION AND ORDER

ASPEN, District Judge:

On April 26, 1986, Chicago police officers Jesse Cajda and Richard J. Rowan arrested Sherry Pryor when she allegedly moved her illegally parked automobile. Rocco Vertigo, either directly or indirectly a city employee, was also present at the time of the arrest.
