I. BACKGROUND

Ronald Walker was shot by officers of the Prince George's County Police Department on December 19, 1985 and died the next day. The plaintiffs, Walker's parents, filed this suit alleging a violation of 42 U.S.C. § 1983, surviving state tort causes of action, and wrongful death.
