This is a tort action brought by Mr. and Mrs. Kaisner against two sheriff's deputies, the deputies' employer (Pinellas County Sheriff's Department), and the department's insurance carrier. The Kaisners' allegations of negligence were founded on conduct of the deputies which occurred while they were engaged in the stop of the Kaisner vehicle for an investigation of a violation of Florida's traffic laws.
