The State of Wisconsin Department of Health and Social Services (department) appeals a circuit court judgment which affirmed the State Personnel Commission's (commission) decision that the department had abused its discretion in refusing to reinstate one of its former employees, Joyce Seep. The circuit court also affirmed the commission's order which, in effect, ordered the department to reinstate Seep. The circuit court reversed that part of the commission...
