Claimant petitioned this court to review a decision of the Court of Appeals which affirmed an order of the Workers' Compensation Board denying his claim for permanent partial disability benefits beyond a stipulated award for a prior injury. The Workers Compensation Board made that decision on the facts, reversing a contrary decision of the referee, but the Court of Appeals rested its affirmance of the Board's order on its interpretation of a statute, ORS...
