PER CURIAM:

This appeal by the title holders of a residential apartment building from an entry of summary judgment and dismissal of the complaint in an action against the District of Columbia government (and certain named officials) raises several issues including a challenge to the constitutionality of the Rental Housing Conversion and Sale Act of 1980, D.C.Code § 45-1601 et seq. (1981). We affirm in part, reverse in part, and remand for trial one issue...
