Lois Linquist, now 78 years old, receives retirement benefits under the Social Security Act (SSA) and the Railroad Retirement Act (RRA).1 Each Act provides for a fifty percent reduction in benefits if a recipient's outside earnings exceed a certain level in a year. See 42 U.S.C. § 403(b) (1982)
