The Dupont Circle Citizens Association appeals an order of the Board of Zoning Adjustment (BZA or Board) approving a variance and special exception that would allow the Coordination Council for North American Affairs (CCNAA) to operate offices for its Defense Procurement Division in a building located at 1701 18th Street, N.W. We agree with the Citizens Association that the Board erred when it concluded that it need not treat CCNAA's application...
