We have accepted discretionary review of a Court of Appeals opinion reversing an order of Floyd Circuit Court terminating the parental rights of E.S. as to her child, H.S. The child was born out of wedlock to an unknown father on December 14, 1983, removed from the family home on February 6, 1984 pursuant to an emergency removal order obtained from the District Court, and placed in the custody of the Cabinet for Human Resources (CHR) two days later...
