A package containing coins, valued in excess of $17,000, was lost in the "Express Mail," a service of the United States Postal Service (USPS). The package belonged to the plaintiff who now sues seeking the recovery of the value of its coins. The USPS denies liability based upon its claim of sovereign immunity.
