Sergeant Joseph Sims (hereinafter appellant), a member of the St. Louis Metropolitan Police Department, appeals from a judgment of the Circuit Court of St. Louis County affirming an administrative determination by the St. Louis Board of Police Commissioners (the Board) suspending appellant without pay for violations of Police Department Rules.
