Dean B. Carlson appeals the judgment of the district court1 affirming the Secretary of Health and Human Services' reduction of Carlson's 1981 and 1982 social security retirement benefits. Carlson was self-employed as a consultant in December, 1981, but was paid for the work in 1982. He was denied benefits for December, 1981 because the applicable statutes focused on whether he had performed substantial service...
