In this opinion we decide two interlocutory appeals, which were briefed and argued separately. The cases are two of the many arising from the spate of political discharges that followed the Popular Democratic Party's victory in the 1984 Puerto Rico gubernatorial election. Specifically, we consider whether the Social Services Secretary was entitled to qualified immunity against personal liability for removing two New Progressive Party members...
