Plaintiffs, Jerrel James Lognion and Diane Cramer Lognion, brought this action against the Calcasieu Parish Police Jury for damages for personal injuries sustained as a result of a one-car accident which occurred on Hecker Road at the Bayou Arsene Bridge in Calcasieu Parish on November 16, 1983.
