The United States appeals from the judgment of the United States Claims Court, No. 288-81C, awarding $95,748.15 to Lisbon Contractors, Inc. as termination for convenience costs under a construction contract. The Claims Court held that the United States wrongfully terminated Lisbon for default thereby converting the termination to one for convenience of the government.
